*JAMMU, JUNE 8: *In a bizarre turn to BJP protests against the rise in
militant attacks in Jammu and Kashmir, the party today offered to pay Rs 1
lakh to any civilian who kills a Asking people "not to look to the
government for help", BJP general secretary Vinay Katiyar told a party
workers rally at the Parade Ground here: "Rs 1 lakh will be paid by the
party for each militant killed by a civilian, irrespective of caste, creed
or religion."

He said the party would pay Rs 2 lakh to the kin of anyone killed while
fighting militants.

Katiyar said he was asked to make this announcement by BJP vice-president
Sahib Singh Verma. What this is likely to do is make more and more people
ask the government for guns and form Village Defence Committees .
