Borua said, “Until such time Khagen Sarma and the Unified Command structure is in place these conspiracy will continue. Very significantly he clarified that the ULFA is neither involved in today’s blast at Digboi (DiigBoi) and Goalpara (GoaalPaaraa). These acts are taking place at the sponsorship of the RAW and the Assam Police intelligence department at a time when top US official attending a forum on nuclear
 issues with India at New Delhi. These are being carried out with a definite aim of killing innocent people in public places so that the blame could be pinned on the ULFA to establish ULFA as a terrorist organisation so the US lists the ULFA as such.” 
  Barua also clearly stated, ‘Police officers like Khagen Sarma do not want a resolution to Assam situation. Because to carry out their intelligence activities they get a huge purse and is not accountable how they spent it to any one. IGP Sarma has been receiving 4 Crores of rupees annually from the government as a ‘source money’ to spend without accountability. If ULFA’s demand on Assam solution is resolved through dialogue these selfish officers will loose their Aladdin’s lamp. Therefore officers like him want the current disturbed state to continue at any price. He referred to the IGP’s recent comment to the media that the ULFA was using thieves and robbers. He commented that it was an explosive revelation from the IGP. He called for the names of those thieves and robbers to be published so that the citizens could be alert of them and the United Liberation Front can act against the culprits. He clarified that the ULFA does not associate with any one without
 ideals and moral. It is a common knowledge that the police have close association with thieves and robbers. The ULFA does not use thieves and robbers to carry out operation. To implement ULFA’s action plan there are many dedicated and courageous soldiers in the organisation. In the pages of history there are many examples of corrupt police officers using non-accountable fund to employ thieves and robbers for criminal activities. It is very natural for a police officer like Khagen Sarma to use thieves and robbers in plotting against the struggle path of Asom/Oxom.’
