I agree with with about the point you made about being landless and thus being harassed in Nortrh India -and not so in NE India. But what about the role of quota system -which is heavy in South India  - and still South India is leading.
   
  Further, "privilege" is a nice word -to replace "caste" with -- but then it is too general. In the west why don't they use that word instead of defining people by "race" or ethnicity -such as "Asian or Pacific Islander" or "Blackor African American" -while talking about diversity and affirmative action (Quota system). There must be a reason for it.

  An upper caste interviewer ask an upper caste "social scientist" questions aimed at opposing quota system. The questions they should ask is what would have happened to Dalits -if there had been no quotas. They should ask that why despite heavy quota system in South India --it is leading other parts of India.Is it due to quota system?
   
   Why is there less news of  harassment of Dalits in South than in other parts of India (say Bihar or Rajasthan or UP)? 
   Is it due to high quota system?
   
  Any idea how NE tribals have fared in the quota system
