[Assam] Trip to Assam

This is in reference to the folllowing mail below, Sourabh Bora has visited Assam recently. He observed the growth of Guwahati and is wondering where the money is coming from. I would like to mention the following.
Mr. Nani Gopal Mahanta recently published a PhD theses. He observed that Between 1995 and 2000 more than 800 multi-storey buildings came up in Guwahati city alone worth around $12 billion. Where this money came from?. Mr. Mahanta's observation is that the Central government is still considering the problems of Assam as law and order. Instead of infrastructure development , government has taken a myopic approach. each of the surrendered militants were awarded with cash rewards of Rs 2.5 lakh as grant and Rs 1.5 lakh as loan against state security and those sums were never repaid. Many of them also has started extortion and other illegal business and this is what we see in Guwahati , as observed by Sourabh Bora.
There is a front page article on resurgent India in Times this week. In that article , cities like Mangalore were mentioned. These are small cities but they are going to be in fore front of Information Technology , as TIME observed.
Contrast this with our guwahati city , probably Wine Shop are the fastest growing industry there !!!.
However , among all this gloom , there are few individuals ( and organization) who are working selflessly . The Parijat Academy in Guwahati and Pragylay in Jorhat are such organizations. I happened to meet some of them in my brief trip to Assam last month and I still see ray of hope there.

changes I saw are noteworthy.
The first thing that surprised me was the mushrooming of lifestyle joints
life Coffee day.. malls, Rebook showrooms (there are three) and pubs in
Guwahati. The chage is so sudden that I felt like Rip Van Winkle. If you
enter a pub there is no way to make out whether you are in Guwahati or
Bangalore. and these places are always teeming with people. Mostly students.
Even aprtments are coming up. ..in a very unplanned way though..there are
buyers and the prices are rising day by day.
In the outskirts of Guwahati new resorts and entertainment parks have come
up.I didnt go to any of these. But I heard they are pretty good.
and then there is an expensive and luxurious ferry ride from Guwahati..
right up to Kaziranga..
These are surely good signs.. from the tourism angle its geat. Guwahati does
have a night life now to attract tourist from Indian Metros.
But one question kept baffling me.. where is the money coming from for such
things.? Even bangalore didnt have too many of them before the software
onslaught began. In a region stagnant for years now in terms of ecomonic
activity this seemed quite odd. and we dont even have a sizeable diaspora to
pump money back home..
This has made me feel that the economics of North East is not understood
well.. We all know that our socio -economic structure is different from
rest of india, and I think some study needs to be initiated..
Can somebody throw some light?
