The architects of the Indian Constitution designed these provisions only  for 
a limited period,  ten years years at first. But this has become a  permanent 
feature now, the politicians expect a revolution in the event of   these 
protections being done away with.
 
The founding fathers envisaged an India divided because of the too many  
differences in respect of size of the states, population, language, culture and  
what not. They therefore wanted the Governnment of the day to take measures for 
 national integration. Government of India failed to achieve this objective 
The  existing Constitutional provisions did not support  the objective of  
national integration. That is my reading of the situation. What do you  think?
