There can be another explanation:

What if it is because FEW take their religion seriously enough? A religion that
avowedly has no tenets, no beliefs, no directives and no faith; 
cannot conceivably arouse the passions they do. And such lack of 
passion translates into Hinduism's appalling record on social, 
educational, ethical and moral upliftment for its flocks. It has 
remained mired as an instrument for trading with the gods for favors, 
here in this life and for the hereafter, steeped in superstitions and 
rife with bigotries.
