[Assam] GOA's response to Bandhs

And I thought they were growing a backbone!. That means this is just another
empty threat by the GOA. Which also means everyone is aware of such threats
- which carry absolutely no weight.

Well, I guess, Assam needs more bandhs, more the merrier!
