remember correctly, the GOA was supposed to hear different views on the name
change and then make a formal proposal to the Center.
I don't think a state can change its name on it own. Though usually granted
by the Center, a formal application must be made.
Also, before a state can change its name, all legal formalities have to be
completed. Legal formalities would include financial transactions between a
state and the center.
So, I don't think the GOA has yet officially changed its name.
