Bhuban da,

If the Assam Govt. makes a formal proposal (with all the formalities) to the
Center for the name change, the Center will ofcourse allow it.

But what I think (not sure) has happened, the GOA has made a proposal, but
not yet moved forward to complete all the formalities. That has, I think,
led to the confusion. It looks like the GOA is testing the waters first, and
if there is not  much opposition, it will take the final step.
