[Assam] Advice sought on PhD attempt

Hi,

I was just checking the internet and I found that by searching on my name on www.mail-archive.com  I could get all old posts of even when I was in India.

I found this one from Harvard's Admission's office rejecting my doctoral application and offering to consider me for masters http://www.mail-archive.com/assam@pikespeak.uccs.edu/msg07922.html

I am thinking of applying again (I had been rejected once again while I was a master's student there) . Keith Catone a doctoral student there and son-in-law of Umesh-da Tahbildar did suggest something positive at Assam 2007 in DC. . Luckily I was sitting right next to the couple and Jugal-da Kalita - though there were 40 odd rows . Luck is luck.

any advice?

PS: Keith asked me what I wanted to do - and I told him straight that though I learend many things about edu policy work but was not satisfied by it -- the guys at World Bank etc may never have had the  opportunity to teach  in top US schools or work with top US students etc - so how can they know what is good teaching and best curriculum (this is esp true if you haven't stuided in developed world). He said you should say the same and that though research on education management and policy is important but what should be taught inside classrooms is more important - and no research has been done so far.

Ofcourse, Agha Khan Foundation is trying to pick up western techniqes and transplant them exactly in developing  country contexts.

He was not sure if Harvard allows part-tme PhD or that the full tuition waiver valid for first three years would cover a longer term part time PhD program
