[Assam] HRD blacklists AXX?

however, said the AXX gets Rs 4 lakh to Rs 6 lakh annually from the State

to the Government.
Isn't an NGO required to go thru some audits (because they solicit public
funds)? And the funds received from GOA - why isn't that auditable?
