  Greetings !
   
  I hereby on behalf of a group of doctors spearheading this project would like to invite letters of interest from all who would be interested to participate in a unique and trendsetting project proposed to be setup in Assam ( the central module based in Guwahati & the satellite centers spread all over Assam & NE Region in a phased manner).
   
  A brief project outline is mentioned herewith. For those who are interested to have more details about the project outlay, cost, Return on Investment, etc, I would be happy to provide the details.
  
  PROJECT OUTLINE
  
  Mission Statement : To create a Healthcare model which will  integrate Primary with Secondary & Tertiary Healthcare & make it accessible & affordable to Urban as well as rural Assam & NE
   
  What prompted us to think of a model like this ? 
   
  Back ground Observations : Inspite of a spurt in the number of healthcare setups in the private / corporate sector in the NE region  in the last decade, we still have observed that  : 
   
  v      Most people who can afford still go outside this region for specialty healthcare needs – huge outflow of resources , many  people who do not have the resources borrow / sell off their assets to go out of the state for specialty healthcare
  v      People who cannot afford have no option
  v      Medical treatment is still very expensive in this region
  v      Focus on academic research is negligible – hardly any publications in national / international medical journals  /periodicals
   
  Hence it is a matter of serious debate as to whether the quality of diagnostics / treatment is at par or can be compared to institutions in rest of the country. 
  Also if our healthcare sector is really improving in terms of quality with the passing days at par with rest of the country
   
  A CUMULATIVE EFFECT RESULTING IN :
   
  •        No significant improvement in specialty secondary & tertiary  healthcare
  •        Quality specialty healthcare is still not accessible to many
  •        Inability to attract / retain quality manpower
  •        A near total / complete void in many specialty / super-specialty areas like :
   
  •                     INFECTITIOUS DISEASES IN CHILDREN
  •                     PAEDIATRIC INTENSIVE CARE 
  •                     BURNS UNIT
  •                     PLASTIC & RECONSTRUCTIVE SURGERY
  •                     ONCOLOGY & ONCOSURGERY
  •                     HAEMATO-ONCOLOGY
  •                     CARDIO-THORACIC & VASCULAR SURGERY
  •                     INTERVENTIONAL CARDIOLOGY
  •                     INTERVENTIONAL RADIOLOGY
  •                     TRANSFUSION MEDICINE
  •                     GERIATRIC CARE UNIT
  •                     ORGAN TRANSPLANTATION, ETC.....

   A HEALTHCARE MODEL TO BE RUN BY A “FOUNDATION”  WITH A 3-TIER APPROACH  
  •                     PAID FACILITIES (30% BEDS)
  •                     SUBSIDIZED FACILITIES (50% BEDS)
  •                     FREE FACILITIES (20% BEDS)
  •                    SAME PATTERN TO BE FOLLOWED 
                 IN ALL   DIAGNOSTIC   SERVICES ALSO
                  (A HEALTHCARE MODEL WHICH HAS BEEN VERY SUCCESSFULLY ADOPTED BY INSTITUTES LIKE LV PRASAD EYE INSTITUTE, HYDERABAD; ARAVIND EYE INSTITUTE, MADURAI ; SRI CHITRA TIRUNAL INSTITUTE OF MEDICAL SCIENCES & TECHNOLOGY, TRIVANDRUM ; GANGA RAM HOSPITAL, DELHI, ETC.)

  Ø       RURAL  SMALL HOSPITALS & TELEMEDICINE MODULES CONNECTED TO THE CENTRAL INSTITUTE IN PHASES
   
   
  Manpower :: One of the biggest  constraints in the Healthcare sector in Assam & NE is a lack of adequate manpower in specialty / super-specialty areas. 
   
  In our Model :
   
  Ø             A team of committed doctors who have significant experience in their  respective fields and are presently working in various hospitals around the country  ( many such have already expressed their interest & confirmed participation) ; also attract manpower from various reputed institutions around the country on a periodic basis ( in touch with several such groups who have committed their participation)
  Ø             A satisfactory financial growth oriented remuneration package for the professionals involved with a share in the institute profits will be a key focus so as to attract & retain quality manpower
  Ø              The  doctors will be given a full role in participation, planning,  development of their respective departments, future expansion  etc of the project
