GUWAHATI, March 8 – The Assam Government has decided to establish a new engineering college and steps have been initiated to introduce new job-oriented courses in the educational institutions of the State to prevent students of the State from going outside to pursue higher studies, said Education Minister Ripun Bora. Replying to a question by Alaka Sarma in the State Assembly today, Bora said that an expert committee comprising former Vice Chancellor of Gauhati University, Dr Nirmal Kumar Choudhury, former Vice Chancellor of Dibrugarh University, Kamaleswar Bora and the Director of the IIT has been formed to select the site for the setting up of the new engineering college. He said that he had discussions with the Vice Chancellors of Gauhati and Dibrugarh universities regarding introduction of new job-oriented courses in the educational institutions of the State.

Bora said that already job-oriented courses are being introduced in the educational institutions of the state in a phased manner. He revealed that garment technology and fashion design course has been introduced in the Textile Institute, computer and information technology course has been introduced in Cotton College, petroleum technology course is available in Dibrugarh University while new post-graduate courses have been introduced in Assam Engineering College and Jorhat Engineering College. He also said that the Government would consider upgradation of polytechnics to engineering colleges.

The Education Minister admitted that the State is facing a brain drain with the students going outside for studies and this also resulted in flow of funds from Assam to other states of the country. He revealed that according to information available with the Government, during the period 2001 to 2006, 9296 students of Assam went outside for further studies after passing the HSLC examinations and 9309 left after passing the HSLC examination. He said that the Government has already introduced a Bill for establishment of private universities and hoped that it would encourage private parties to establish educational institutions and reduce the need for the students of the state to go outside.

Earlier, Girindra Kumar Baruah (AGP) said that the figure provided by the Government on the students who went outside for studies would not be an accurate one as no one informs the Government about taking admission in colleges in other parts of the country. He stressed the need for introducing new job-oriented courses in the educational institutions of the State. He expressed concern at the poor condition of the polytechnics and demanded immediate steps to improve their condition.

Dr Aditya Langthasa (AUDF) said that courses like fashion designing and management courses should be introduced in the educational institutions of the State. Dr Kamala Kalita (AGP) sought clarification from the Minister on the new courses already introduced in the technical institutions.

Power theft: The State Government has constituted an expert committee to examine the existing laws and to suggest measures for amending the laws to check power theft, which has become a serious problem, said the Parliamentary Affairs Minister, Bhatar Chandra Narah, who was replying to a question by Joseph Toppo (AGP).
