[Assam] case for emigration : Rome: Penalty for Celibacy; India - World's first family planning

France's policies to maintain adequate population were the following - got from the PDF of Johns Hopkins Univ mentioned below:

Pronatalist policies under Louis XIV, 1666
1. Penalties for celibacy
2. Partial tax exemption for early marriage
3. Lifetime tax exemption for father of 10 children,
and,  pension for father of 12 children (10 legitimate),
provided none are celibate priests or nuns
4. Emigration forbidden under penalty of death*

Thus, emigration should be stopped only if population is decreasing - which is just the reverse in India's case -soon to be most populous nation in the wold!!

Now this powerpoint at Johns Hopkins Univ says that India  started  the  first  family planning  system in the  world.  Earlier  Rome (Augustus in early AD) , France (1666)  etc  rewarded  those with children   - perhaps   after  most of Europe  died  due to plague in the  earlier eras.

so health care improvement could perhaps lead to real efforts to control  population otherwise there is incentive to have more population.
