Bikash-da,

It is true that whenever there is supply or procurement there is room for corruption. I was recalling just now
how at college hostel one day I was surprised to find that the College President enetered with my roommate
they had a bundle in their hand. Later my roommate (we shared a hostel room) told me that it contained curtains for the college
auditorium. No!! they were not there for safekeeping but to be sold on the sly for making money . The college president was perhaps the first who hailed from out of town -
supported by hostelers 70% were from Bihar.

More recently a Jaipur School student failed in grade 11 - son of a Senior Police Inspector. I used to handle the visitors and all calls then. First came a call from the local police station
200 yards away - we need their help sometimes to tackle rowdy elements who sometimes pester students esp girl students. Also need their approval for hosting annual cultural meets loudspeakers etc.
Fortunately a former student's father was a very senior police officer and very honest
 - so no fear. Also police guys generally respect army men (like Jaipur School founder director). However, after a week I got a call there now from a close schooltime friend of mine. I had never discussed my family with him or Jaipur School.
He requested that the student be allowed to go to grade 12, since the boy's father was in the state police procurement department and my schooltime classmate was asupplier eager to oblige him. Poor parents. The boy had been caught cheating in the national CBSE board exams but since the policeman's son whose subordinate was exam center police guy he was let free.
With difficulty we had admitted him in grade 11 - but no discipline and make cubs into lions.

Well exposed Umesh.
They are th big enemy within Indian Armed Forces. It should come as an
example.Atleast some countries law is enough to make them cry.Indian law make
criminals free......WE also call them as same as what you said.TheQuality
control cel of South Block ND, Min of defence is also same.
This is why our military still need to buy arms from othr country. An INSAS
automatic rifle was manufactured after 30 yrs......

Here the UN counterpart seems to be the Procurement Section and some excell in Money Earning there too - http://www.expressindia.com/latest-news/Former-UN-official-from-India-gets-8-years-in-jail/291584/

New York, April 2: A former United Nations procurement official from India convicted of accepting bribes including two steeply discounted luxury Manhattan apartments has been sentenced to eight years and a month in prison. A judge in New York sentenced 57-year-old Sanjaya Bahel on Tuesday after a jury found he had helped a friend win USD100 million in UN contracts.
Bahel was chief of the UN’s Commodity Procurement Section from 1999 to 2003.
He has apologised and says he feels true remorse. He says he’s lost everything and suffered public humiliation.
Bahel was convicted of bribery, wire fraud and mail fraud last June.
