Legal Ostracism was in ancient Greek culture (500 BCE) also in:
"Coming together, therefore, from all parts into the city, they banished Aristides by the ostracism, giving their jealousy of his reputation the name of fear of tyranny. For ostracism was not the punishment of any criminal act, but was speciously said to be the mere depression and humiliation of excessive greatness and power; and was in fact a gentle relief and mitigation of envious feeling, which was thus allowed to vent itself in inflicting no intolerable injury, only a ten yearsÂ’ banishment" (Plutarch's Lives : Aristides, page 9).
If you are jealous banish that guy - legal or otherwise. Might hold true for economies or individuals who seek banishment.

Tit for Tat -- you take back your illegals else we wont allow your legals on visas. It might work for India against Bangladeshi illegals also.
India ofcourse tends to lose more if it does not take back its 50,000 (maybe) illegals from the US - then does Bangladesh who might have to take 20 million illegals from India. Indians wont get any visas till India agrees - including those already in the US who have to renew their visas (like me in 3-4 months) or how are changing jobs - like many others or who are on student visas and applying for work visas (like last week's 100,000 total applicants - including lots of Indians and Chinese.
Ofcourse those 30,000 Indians and another 25,000 Chinese who would apply for student visas in June/July wold get stuck too. Trade between India , China and the US would stop.
Thus India loses more if US stops giving it visas. Bangladesh maynot lose as much since hardly any are in India legally -- one Tasleema Nasreen was there -who was hounded out anyway despite govt security.
