[Assam] Building a prosperous Assam

We should think big but not neglect the basics
Can Assam achieve the basic requirements say
- Better roads and pavements( who designs  them  ??? )
- A working drainage system ( currently this does not exist even in a major
city like Guwahati )
- Water supply from the municipality for all households
- Electricity supply for all towns and villages
- 80% internet connectivity
- Reduce the current pollution level ( dust, car fumes etc ) by half.
- A world class airport and an efficient Railway

in the next 10 years time frame?

I remember a small wooden bridge in Rajgarh connecting to GS Road took a
while(a few years ) to be replaced. If the state of the flyovers being
constructed is any indication...I wouldn't be too positive.
