all key learnings should be handled  by PMO or  a central authority and then corrective actions taken.
 
what is surprising here is that govt is not saying we screwed  up big time , hello Mr PM ???
 
 
 
 
We all know how unprepared security forces were there in mumbai .
Intelligence services  not working as a team ,miscommunications, lacks the ability to respond adequately , much less prevent them. 
Corruption riddled police force with inadequate  training , equipments , poor salary etc have ensured that POLICE cannot protect themselves  from terrorist attack forget about protecting citizens.
 
Its a monumental challenge for Indias leadership to overhaul the entire security appratus.....
 
PMO has initiated the process  , only time will tell if it will make any difference...
