Presenting the memorandum to the Chairman of the Commission here today, Chief Minister Tarun Gogoi requested the Commission to keep in view the ramifications of the 6th Central Pay Commission, global economic meltdown and steep fall in international crude oil prices leading to oil royalty loss by more than Rs.1000 crore per annum. The global economic meltdown is likely to cause fall in the State’s own tax and non-tax revenue as well as its share of Central taxes, he said. > > “The Finance Commission (FC) is to take in to account the above scenario and help the State to maintain fiscal balance as well as growth momentum in the post-Fiscal Responsibility and Budget Management (FRBM) period,” he said.> > Explaining the reasons for economic stagnation of Assam in the post-independence period, Gogoi said that the State Government has been all along trying to tone up the fiscal health of the State through a slew of fiscal reform measures since 2003-04. “Besides posting revenue and fiscal surpluses since 2005-06, we have also been able to achieve the FRBM stipulated fiscal targets well before time, thereby becoming eligible for debt write offs for the last three financial years under the 12 th FC debt relief scheme,” he stated.> > The Chief Minister said that his Government aimed at reducing the gap between per capita income of the State and the rest of the country by achieving a GSDP growth rate of 8.5 to 9.5 per cent in the near future. The Chief Minister pleaded the Commission to take a holistic view of fiscal balance and developmental needs of a State like Assam so that it could catch up with the advanced States of the country. > > He pleaded the FC to raise the aggregate share of the States in Central taxes from 30.5 percent of the net proceeds to 50 percent of the gross proceeds. “All Central cess and surcharges should also be included in the divisible pool. Besides there should be a minimum guaranteed devolution from the Centre to the States, which is often lower than the FC recommendations,” he opined.> > The Chief Minister sought a special package of at least Rs.25, 000 crore over the next five years to offset the economic damages caused by insurgency in the State. > > Moreover, Gogoi requested the Commission to make appropriate grants relating to the Rs. 22,758 crore recommended by the Shukla Commission for Assam to bridge its gap in infrastructure and basic minimum services, Rs.8,816 crore for modernization of the State Police force, Rs. 3,000 crore for roads and bridges, Rs. 2,000 crore for infrastructure development of important towns, Rs. 1,550 crore for education, Rs.1,932 crore for health, Rs.500 crore for inter-state border areas, Rs. 426 crore for veterinary, Rs. 400 crore for forest and environment, Rs.250 crore for tourism, Rs.383 crore for judicial administration, Rs.500 crore for revenue department, Rs.87 crore for agriculture, among others.> > Narrating the woes, floods and erosion have caused to Assam in terms of loss of lives and properties since long, Gogoi sought Rs. 1, 000 crore for rehabilitation of the erosion affected people under Calamity Relief Fund (CRF). > > Underscoring the need for more financial support for the 6th Schedule Autonomous Councils from the Centre to run their administrative machinery and to undertake developmental activities, Gogoi pleaded, “As the combined area of the three 6th Schedule districts of Assam is much more than that of Meghalaya, Nagaland and Mizoram, they should get more plan assistance from the Centre.”> > In the same breath, he called for bringing the urban local bodies and traditional village councils of the 6 th Schedule districts under the purview of 73rd and 74th amendments so as to enable them to get grants from panchayat and urban local bodies of Central and State Finance Commissions.> > The Chief Minister pleaded for funds for development of border areas to the tune of Rs.500 crore and Rs. 300 crore for riverine areas. > > Speaking on the occasion, Chairman of the 13 th Finance Commission, Dr. Vijay Kelkar said the Commission would look into the demands raised by the Chief Minister in right earnest keeping in view the State’s historic, locational and other challenges as a Special Category State.> > He appreciated the fiscal reforms initiated by the State Government under the leadership of Chief Minister Gogoi leading to the growth of total and own revenue receipts as well as buoyancy, which was significantly higher than the average for all the States. > > Senior officials of the Finance, Home, Assam Administrative Tribunal, Assam State Electricity Board, among others, were present on the occasion.>  > (The Assam Tribune. 19.12.2008)> > > Get perfect Email ID for your Resume.
