[Assam] Mass movement as a project ?

I have been wondering for sometime (I think since May 2005 after I heard someone question at Harvard's Baker Hall --Sri Sri Ravi Shankar - the founder of Art of Living - supposedly the world's largest volunteer run organization right now) . 

The question was how to do you ensure that all your money and effort is bearing fruit. He said that we take pics of our schools etc made after Tsunami.. Is that the right way?

Do we need a more project based mass based movement?
