GOI donations are always suspicion generating - political decisions. Mr Sen comes to Harvard to honor another Mr Sen . An economist Indian head ( Indian Prime Minister) approves honoring another Economist and donates millions ---hmmm.

It should have been more broad based -- inlcuding all schools at Harvard - inlcuding medical school, public health school, engineering, education etc etc.

Further, if it left to the GOI to decide who would get the schols - then God help the applicants who have no political connections -- as I lost out to a guy going to do bio-ethics at some Trinity International Univ - when I had to apply to India's HRD ministry for UNESCO schol(I came to know just in time - 3 days ) . A Sharma from lost to a Delhi based Sharma (perhaps related to the Mr Sharma - the IAS secretary deciding it ).

Further, the public should generated a chair - Indian Americans or ....
