But perhaps due to CIA noone attacked US in the US - they go out and take care of the problem before it becomes a headache. CIA did not take part in Iraq War's military operations. We need an Indian CIA which can go abroad themselves and take care of terror threats by nipping them in the bud without India's name getting involved - something US CIA does too - as part of its covert operations (see mission statement).
Right now India cannot attack the terrorist training camps unless its army goes in full force. With the CIA only a handful need enter (from backdoor - Iran or Afghan or China border or the Arabian sea) - if they get caught India disowns them - thats covert operation--which can be denied. If they succeed terrorists are taken care of without an Indo-Pak war leading to thousands of deaths. Ofcourse, perhaps it is only wishful thinking. Even American CIA has not been able to make a dent in terror camps of Taliban based in North West Pakistan.
James Bond 007 of MI6 of Britain is part of same kind of job - although he is a fictional character.
