It is quite impressing that you even remembered the Assamese word for 'attachment'. Those (especially the 'scholarly', the 'likhito xobdo's) words from high school days are gone from my memory.
 
BTW, if it is about NRAs investing in the NE instead of the government's or the big company's direct investment, let me know, and I will write quite a good (practical) 'critical note' on it, if I am in a mood, that is. :)
