But more than anything else, we should be able to examine and 
understand WHAT such awards mean.

Are they perfunctory ? Do they truly mean something? And if so,what 
and FOR what ?

Critical observers would want to know that.  What are/were the 
contributions of such award winners in the past to distinguish them? 
And what is this awardee's contributions.

Not that I grudge PKB his award. But what is it for? What does it 
mean? And what does it mean for others like him that were recipients 
of this Distinguished Service Award?

Until we know that, it is yet another meaningless  Indian accolade, 
little to write home about or to take pride in.
