as it has come in the day, the initiative to put the Northeast in the trade 
mainstream, as was the theme of the 4th North East Business Summit which 
concluded yesterday in Guwahati, is a welcome augury. But that the Northeast is 
not part of the trade mainstream even after 61 years of Independence, militates
