Surely it is not right to exploit   the weak just because they are 
unable defend themselves  OR just because the STATE who is supposed 
to  defend  the the exploited  deserve to be exploited.


Where is the State to find the guilty and dispense justice? Will it 
ever get done? And if it does NOT, then who  should be held to 
account? The victims?
