If you did, then:

Correct all existing maps of Assam,India -- because all may be incorrect-- I know Assam 's  all ARE.
Do all LAND reSURVEYS   with Contours-- Block,District,Hill,river Route - wise.
Indiawise -  may be 1 million sets needed at Entrepreneural level- as small Business
 
navigational devices 
 

Tracking all Taxis, AutoRicksaws,Private Cars (stolen ), Ferry Boats on a foggy day across Brahmaputra
Indiawise -may be  2 million sets needed-- Some Mobiles are already offered. And I have seen one where the picture is also sent   alongwith Longitude,Latitude,Elevation Data
