The Rot started in "OurFounding Fathers' Sacred Constuitution" - which none at top wants to change.They love it. 
 
A simple analysis tells you how rot has now become Gangrene.  Bigger the Scam-bigger the HERO.

 Only smallers commit CRIME-and get locked in.
