M,
Those incentives can come in many forms. Not the least of which is
the need to foster social goodwill that we all need to live in a
diverse society in harmony and amity. Those of us who have had the
experience of living as a part of the majority as well as a minority,
ought to know it well.
That kind of goodwill has enormous value., even though it might not
be tangible or easily valuated.
Years ago I met a gentleman--a real gentleman, from Bengal, who lived
and taught in a southern Indian university most of his adult life.
Having conversed with him for some time, and having been impressed by
his progressive and learned attitudes, I observed that he must know
the local language well. I was surprised to all heck when he just
smiled and shook his head. He said he never even tried!
I was almost left speechless.
*** The Indian effort to Hindify the neighbors of Assam was a classic
colonial tactic to divide and rule. It actually has succeeded. And
caste-Assamese - language chauvinism never helped a bit.
