Hi All,
I came to know that there are very limited financial contribution from the Non-Resident Communities towards the recently concluded 70th Dhemaji Session of the Biennial Conference of the Asam Sahitya Sabha (hereforth Sabha). I was one of the "Overseas Consultative Committee" member of the Sabha and was entrusted to collect money from the Middle-East. From my personal experiences, I have compiled the following reasons and suggested some remedies. THERE ARE MY PERSONAL VIEWPOINTS ONLY.







REASON#1: The banks of Sabha are almost “invisible” from
outside India .
The two (Al Rostamani & UAE Exchange) money transfer agencies that I
approached here could not find SBI, Dhemaji branch. (SBI, Tinsukia appears!) .
The Assam Co-Op Apex Bank did not even appear in their database. I tried to
transfer through my local bank (Abu Dhabi Commercial Bank). I met with the same
fate. I also attempted to transfer electronically from my ICICI bank – Guwahati
Branch account. Surprisingly, I met with exactly the same results. Finally, I
had to write a cheque and mail it by post. So, do you think other people might
have time and so much motivation?

   

REMEDY: Open an account in a bank visible from outside.

   

REASON#2: Unlike other communities of India , the
non-resident or Assamese are mostly regular monthly wage earner employees. The
entrepreneurs or businessmen are there, but almost negligible in count.
Therefore, donation in large amount should be expected.

REMEDY: Attempt to get contribution in small quantities, but
from large number of people.

   

REASON#3: Now, there are lots of restrictions for money
transfer to non-profit or charitable organizations all over the world. I had a
hard time to convince the manager of one of the money transfer agencies that Sabha is a literary organization.

   

REMEDY: Not sure. May be some official certification that it
is a literary organization will help.

   

REASON#4: I found it difficult to collect money from people
without an official challan (or Receipt). I printed around 50 copies of the
“Appreal” from the Adarani Samity and distributed to all the people from Assam gathered
during Diwali Celebrations in Nov’08. Most of the people were hesitant to give
cash to me as I did not have any official challan, but they promised to send
money later by themselves.

   

REMEDY: Provide official challan from Sabha's HQ.

   

REASON#5: People are not much involved with the Sabha. When
appeal was made exclusively for the Dhemaji Session, people were reluctant
simply because they did not feel the importance or the urgency. 

   

REMEDY: Create very active chapters of the Sabha in different
part of India 
and the world. Keep the people involved continuously all through the year.
