I agree - all these government organizations and their offices in the capital cities finally end up being job creators for the IAS and IIM Baboos. The purpose for which the organizations were created does not get served. How many of those Baboos actually visit the villages where rural electrification and communication are supposed to happen?
I visited the website for REC India - it gets money from the banks and disburses (not all of it), all handled by bureaucrats in big cities. 

Now on the technical side - communication through power line needs a power grid. Electrification of much of rural India will not be from power grid. Distributed small scale power plants is the way to provide electricity in rural India. Thus communication in India through power line is not a viable option. However electricity has to be there for any means of electrical communication to take place.

<Sorry, I didn't find enough to compare.
The first piece talks about the software side and the second piece is about hardware.Aiyar did not talk about hardware at all. 
Please clarify your question for the simple minded like me.

CLUES:
The first pc. PROMISES new HARDWARE- does not mean anything more--The Panchayats, NDA -time -CMC's are all  just surviving in some office-nobody uses. Broadband never reaches Indian villages- certainly no Assam village.
 
Obama -time "Enabling-all -homes" is bringing  the Broadband to Dixie and to Hillbillies'HOMES--.
This will ENABLE ALL rural local economies-- net contributors in the reviving.
 
Surely  a lot more can /should be discussed.
