*** Many things SHOULD be  this or that, to our liking.  When it is 
NOT, how we change things around, resolve the problem, is the big 
question.

Well? How do you propose to put in place those checks and balances. 
The Center is responsible for protecting the borders isn't it? Do you 
have any way to make it accountable?
