Here is the update on the developments:
Rohit Vyas  of TV ASIA is taking this initiative up on an Emergency Basis

Per conversation with Rohit Vyas this morning: He has contacted: 

Minister of Overseas Indian Affairs; Shri Vayalar Ravi: The Minister was not aware of this new rule. Said he would return to New Delhi  in a couple of days and get more information 
The US Dept of State:They have expressed surprise and displeasure that  

US Citizens are being asked to make copies of the Citizenship Certificates, which is prohibited by US law. 
are not being given visas for travel and harassed owing to the unreasonable demands. 
they were not consulted by the Indian Authorities and have asked the US Ambassador in India to intervene 
      3.   A law suit is being planned to be filed in India regarding this retroactive rule and the implementation of it

They have found a way to harass NRIs with foreign passport; you may not be able to visit Bharat even in an emergency if you do not comply with this absurd rule retroactive to 1955 and pay $175.
