[Assam] force is effective only as a preventative

I went into a provision store. It had internet kiosk; a library; a PCO.
 
As one has nothing much to do in a 'resort' off Almora, I thought of borrowing a book. The scripts looked like English. When I tried to read, my Brahminical slant revolted, it went from left to right. 
 
I picked up another book; everything looked like Russian. Putting it down, I tried another from the shelf: it was surely German. All kinds were there, but not English or Hindi.
 
Frustrated, I went to a computer to use the 'net' to reply strongly to Chandan Da's views :-). All of you must appreciate that I am Columbus discovering the benign nature of the present US state when it comes to typing. I cannot do it without looking, though I am fast enough. Now the keyboard had all kinds of funny scripts. A nice looking lady was using the skype; she was not speaking English. It was either Arabaic or Russian. I could not make out.
 
Exasparated, I went out of the provision store, and found that the roads and the slopes of the hills were teeming with these people. Some of the guys had Indian wives (?) and children of mixed parentage. 
 
All low cost guest houses, paying guest facilities were brimming with these apparently non-Indians. Some of them were having big bowl full of Top Ra-men made like Italian Spaghetti in the sunny afternoon of early April. Some of them were driving motor cycles all around.
 
It looked all spooky to me! 
 
Who are these people? Why are they here? What is the root-cause of their being here? Is it like the 'Bangladeshi' invasion?
 
I could not make out,. Could you? :-)
