[Assam] If armed revolt is outdated concept, why this?

What may be the reason behind the conept of homeland security? Why Mr. Obama is apprehensive that the fall out may threaten democratic set up? It appears, armed revolt, rebellion, wide-spread riot are the distinct possibilty that have been considered. So, if armed revolution is obsolete, why does its spectre haunt its detractors?
