[Assam] Has Gurgaon failed as a Millennium City?

Hotels, shopping centres, highway from airport, metro  are very  good. However, the city is under tremendous  pressure due to unplanned expansion,  lack of  adequate water, security  and power.Corporations from abroad/India are all going there but for how long it will continue  if infrastructure is lacking. Govt of the day -- well no comments !!! tnx
