Is this a formal annoucement from the board that next year conference will be in
Europe?

It would be more than appropriate not only to held conferences outside the US
but also to organize them in such a way that they could be run as a set of
virtuallyinterconnected conferences in various parts of the real world.

In any case it would be appropriate to form a conference committee for 2002 and
start preparing the event if it is to be in Europe.
