Steven Clift asks,

"I am on the look out for other government-led "e-democracy" efforts 
(at any level) similar to the recent UK announcements..."

A few years ago, I explored this issue in a paper titled, "Cities in 
the Information Age: A Scandinavian Perspective."

The Danish government has been especially good on this kind of project.
