announcing the following call for papers for the workshop

                  Electronic Voting in Europe

                 Technology, Law and Politics

Aim 
---

The aim of this ESF Workshop is to bring together e-voting specialists
working in academia, government and industry in order to 

- Formulate the issues involved (technology, law and politics) in
implementing e-voting. 
- Report on implementations, their legal, organisational and technical
framework, the project experience made and future plans. 
- Analyse the effects of e-voting on our democratic system and voter
behaviour. 


Topics 
------

The idea of this workshop is to discuss the development in this field
in a 3-day workshop with 2 tracks that deal with the topics from a
theoretical view as well as real-world case studies. 

- Implementation issues of e-voting, whether technical or legal,
preferably combined with their application in real or test elections. 
- Social and political analysis of the effects of electronic voting.


Venue 
----- 

The workshop "Electronic Voting in Europe" will be held in
Bregenz/Austria (Lake of Constance). There will be no parallel
sessions and sufficient space will be given to informal
communications. 

Working language 
----------------

The working language of the workshop will be English. 

Contributed papers 
------------------

The full paper submissions will be subject to a double-blind review. 
Electronic submissions shall be made through the platform provided at
http://e-Voting.at/ted or by e-mail to e-voting at wu-wien.ac.at, which
serves as an online-system for the whole review process. 

Deadlines 
---------

Draft of the paper....................15th February 2004 
Notification of acceptance .......... 15th March 2004 
Receipt of the final paper............23rd April 2004

Accommodation 
-------------

Participants are responsible for their accommodation. The organisers
will reserve blocks of accommodations at the conference location. 

Fee 
---

Before 25th April 2004 ...... 150 EUR / student fee.......75 EUR 
After 25th April 2004.........200 EUR / student fee .....100 EUR

The registration fee covers participation in regular, poster and
computer sessions, one set of preprints, welcome party, conference
dinner and three lunches. 

If you cancel your registration before May 31, 2004, you will obtain
50 percent of the registration fee refunded. No refund will be made
after this date. The proceedings will be sent by mail in any case. 

Publication 
-----------

All papers accepted for the Workshop will appear in the Workshop
Proceedings. The Workshop proceedings are intended to appear as an
edition in the Lecture Notes in Computer Sciences of the
Springer-Verlag. 

Best Paper Award 
----------------

The IPC will award the best contribution presented at the Workshop. 

Accommodation 
-------------

Accommodation for the participants of the Workshop is possible in the
conference location hotels nearby the conference location.
