As part of my Democracies Online Newswire <http://dowire.org> effort I
run a special e-mail list for e-democracy researchers.  With APSA and
the next AOIR conference coming up, I always notice a fresh crop of
graduate students and others with interesting papers (of which I am
always interested in reviewing when time allows).
