this gets batted around every year.

i suggest that perhaps the exec and exec comm should do some official 
rulemaking that governs future conferences and conference organizers...
complete with solicitation of "reasons why this is a bad idea" from AoIR 
membership.

the continuing ambiguity is a hassle for everyone.
