Regarding abysmal sales of the AoIR Annuals . . . why
hasn't every AoIR member insisted that their
University Library purchase copies of the whole set (I
have).

And why haven't AoIR members purchased copies for
family and friends (I have).

Easier to get cited, too if they have the copy in
hand.
