[Air-L] Active citizenship + Prefecture and Offices responsible for police force

Dear all,

I am now working on a research about active citizenship and its relations
with Prefecture and Offices responsible for police force, public order and
relative administrative services.

On this matter, I'd like to know more about *existing literature* as well as
*interesting case studies* on

   - *tools applied top-down* by Prefectures and Police offices to relate
   with active citizens
   - *bottom-up initiatives* by active citizens, concerned by the same
   services.

Do you have anything to suggest?
