Yes, most countries (including the U.S.) have some laundry list of
exemptions along the lines of "fair dealing."  "Fair dealing" is NOT fair
use.
But, as I mentioned in a previous reply, Taiwan, surprisingly, actually
does have a real live fair use provision.
