You might want to suggest that your friend check out the offerings at Penn
State in the College of Information Sciences & Technology (ist.psu.edu).
The IST department has a lot of training, expertise and research happening
in your friend's areas of interest.

Penn State has a HUGE online component to the university, called the World
Campus, and IST offers an award-winning cyber-security Masters through the
World Campus. IST also offer bachelor degrees and associate degrees in
information security, risk analysis, signals intelligence, homeland
security, etc.

Oh and there is an ROTC on campus, plus the university is located in a
gorgeous university town.
