Towards 'Post Channel' PSM?

Young people, the ‘Youth, Media and Culture Network’ and others argue,
think in terms of media universes not television and radio channels. Such
media landscapes are composed of linked ‘bricolage’ blending professional
and publicly-generated content. Such media environments are particularly
attractive to Generation Z but also younger audiences. These are the future
stakeholders of Public Service Media, however, their recognition of PSM is
low. What ARE media universes, and what might a PSM who is making such
content and/or environments look like? Evidence from Glowaki and Jackson
(2019) suggests a more fluid, entrepreneurial, structure and culture is
required. However, is it possible to power such media landscapes without
radically changing the internal structure of PSM?

Prof Karen Donders (VRT / Vrije Universiteit Brussel) Building Bridges: PSM
law, theory and practice

–  With commentary by Anette Alen-Savikko (University of Helsinki, Faculty
of Law), Hilde van den Bulck (Drexel University), and Klaus Unterberger
(ORF).


Donders and the commentators will discuss the practices of Public Service
Media across Europe, including the rules that govern Public Service Media
at both the EU and the National Member State level, common trends initiated
by both the European Commission and individual countries, and the
context-dependent development of Public Service Media. They will also
explore challenges to the theories of Public Service Broadcasting which
have developed an ideal-type public broadcaster based on the well-funded
BBC in an atypical media market. Seeking to further explore the actual
practices of Public Service Media and make recommendations for the
development of more sustainable policies, this webinar will highlight case
studies of rules and practices from across a variety of EU Member States to
consider the extent to which public broadcasters are making the transition

Prof Christian Fuchs (U. of Westminster) The Structural Transformation of
the Public Sphere and Public Service Media in the Age of Digital Capitalism
and COVID-19

The German original of Jürgen Habermas’ book The Structural Transformation
of the

Public Sphere was published nearly 60 years ago. Christian Fuchs takes this
anniversary as an occasion to outline some foundations of an empirically
grounded critical theory of the public sphere in 21st-century society. He
will discuss theoretical foundations and present the results of empirical
research on the digital public sphere. He will give special attention to
digital capitalism, COVID-19, public service media, and the Internet as
aspects of the 21st-century transformation of the public sphere.


The talk will give particular attention to the power of the digital giants
such as Google and Facebook, digital advertising, influencer capitalism,
labor in the COVID-19 pandemic, digital authoritarianism and digital
fascism, the spread of “fake news” and anti-vaccination conspiracy theories
in the context of the COVID-19 pandemic.


Fuchs will stress the importance of strengthening public service media and
creating a public service Internet as ways for advancing and defending the
democratic public sphere, which requires guaranteeing the latter’s
independence from corporate, state, and ideological power. He will talk
about the Public Service Media and Public Service Internet Manifesto (see:
