UNICEF, the UN agency with a specific focus on children and young people,
and ITU, the UN agency with a specific focus on ICTs and connecting every
person in the world, have launched the project "Giga" to connect every
school to the Internet and every young person to information, opportunity
and choice (www.gigaconnect.org). Giga is now active in 19 countries, has
mapped over 1M schools, and has directly mobilized over 22M USD in
resources. Key activities in these countries include the mapping and
modeling of the school connectivity configurations with various
connectivity technology options, and analyzing policy, regulatory, and
innovative financing opportunities for sustainability and impact.

The ITU also has launched an exciting partnership with the Digital Access
Programme (DAP) of the Foreign Commonwealth Development Office (FCDO),
which aims to implement school connectivity and digital skills programmes
in the five DAP countries: Kenya, Nigeria, Indonesia, Brazil and South
Africa. This expansion of activities will allow the ITU to work with new
partners, implementing innovative connectivity projects, and accelerate
existing and new activities in these countries related to Giga.

As a result of the continued growth of Giga and its related programs, ITU
is now searching for a Project Manager who will provide overall project
coordination of ITU's role in the Giga and DAP projects.

Under supervision of the BDT Chief Special Initiatives, and in close
coordination with the ITU/BDT Network & Infrastructure and Policy &
Regulation Thematic Priority coordinators, other Thematic Priority teams,
and ITU Regional Teams, the incumbent will play a key role to support
Giga's efforts to expand school connectivity in all participating
countries. Though this is a project management role with strong technical
skills in connectivity technologies and related policy & regulation, the
incumbent will also be part of the Giga Leadership Team and will be
expected to represent Giga and ITU with partners, governments, and at
external fora.

*The incumbent will perform the following duties:*

   - Lead projects and ensure the implementation and delivery of all
   project activities and outcomes on time, within budget and of high
   standards and quality; apply a structured methodology; identify, analyze
   and prepare risk mitigation tactics; define and measure success metrics,
   and monitor project activities progress; promote projects and support and
   engage stakeholders.
   - Develop and/or coordinate the development of detailed project
   implementation plans for the implementation of all activities, including
   project sustainability arrangements, as well as staffing (short term
   technical experts) for each phase of the project; coach project teams; and
   support communication and training efforts.
   - Provide specialized advice related to connectivity technologies and
   related policy and regulation.
   - Monitor, and in coordination with Giga ITU Regional Leads, supervise
   and evaluate the work of the Project team; oversee the preparation of terms
   of reference for short term consultants and in coordination with the
   relevant ITU line managers, manage and coordinate their activities to
   ensure the project progresses on schedule and within prescribed budget.
   - Take responsibility for the overall coordination, management,
   implementation, monitoring of assigned initiatives and partnerships with
   different regional stakeholders to ensure participation of all potential
   stakeholders in the region(s), monitor adequate participation of target
   countries and coordinate the mobilization of the required regional
   resources; represent the BDT at internal and external meetings related to
   special initiatives and project activities.
   - Introduce innovative tools and mechanisms to coordinate the
   preparation of progress reports and detailed narrative and financial
   reports as well as any other documentation deemed necessary as per ITU and
   any donor reporting requirements.
   - Manage the preparation, organization and implementation of strategic
   meetings related to Giga.
   - Coordinate with other ITU divisions and departments both at HQ and
   regional levels, and with the Giga UNICEF team.
   - Supervise staff assigned to the Giga headquarters team.
   - Perform other related duties as assigned by the Chief of Special
   Initiatives.
