[Assam] Demands for Separate states in India

Or it could mean a better return on the investment
because the charter of the new state is focused.

You know - it could sometimes. If ever the prevailing
idealogy in the power centers need to address let's
say Upper Assam and Lower Assam differences and
accompanying grievances come about in Dibrugarh.

"Assamese" is an identity, currently in vogue. If it
changes to divisions such as "Upper Assamese" or
"Lower Assamese" or some such thing because of
injustice being meted out. Division of identity or
even the dissolutions of those divisions is not static
- it changes over time.
