As, always, I am up for the bait. Let me try.

I think those in control are the insurgents (or any factions within them),
some politicians, some businesses, and some political parties.

A live, thriving insurgency and an unsettled situation, benefits a lot of
these people. But the problem is, most will draw the line on killing at
random and with intent. I don't know if the insurgent groups have ever drawn
that line.
