To the best of my knowledge,the Indian parliament had passed a piece of
legislation last year,taking the stance of ' no negotiation,' with the
terrorists in the event of hostage-taking.Prior to that, several events
exemplified the " Great Indian Tradition of mercy ", which was put into
effect only when faced with those who have a track record of extreme
violence.Therefore,those who plunder and murder used to get unique treatment
from this nation of cowards!!!!.Remember how Indian govt.safely escorted two
dreaded terrorists,Masood Azahar and Mustaque Zagar to Afghanistan (
Dec.1999 ) and how the govt.of India unconditionally conceded the
terrorist's demand in the kidnapping of Rubbaya of J&K in Dec.1989.
Compare India's response with Russian's reaction to the Chechen jihadis
hostage-taking at the Palace of Culture.There were 900 hostages.Even so,the
Kremlin made only one counter offer----that the jihadis lives will be spared
if they freed the hostages.Eventually, they had their special force to gas
them ,killing all the jihadis along with 170 hostages,but saved more than
700 lives.What message they had sent to the world----don't mess with us!!!!

Is there any GOI policy of whether or not they hold talks with terrorists?
Govts in the US, Russia, China, Israel, & I think the UK are quite firm on
this issue. They do not overtly TALK to any terrorist.
The Russians and the Chinese are pretty ruthless and successful in putting
down even budding terrorist groups.
Israel's Mossad is famous for its swift retaliations against terrorists, and
they too are pretty ruthless in dealing with such groups
Maybe India is just too soft in such dealings. Democracy does not mean the
country should be dictated to by any disgruntled, rag-tag group that comes
along. China, Russia and Israel may be criticized, but terrorists know to
usually give them a wide berth.
The Russians proved that inspite of Beslan's tradegy, every one of the
terrorist paid for it with their lives.
There may be temporary losses for the Govt. but the terrorists will know,
that they will never get a chance to negotiate with the govt. - come hell

The GOI seems to be wishy-washy on this issue and doesn't seem to have a
firm, clear-cut policy directive in dealing with terrorists.
